Gopher for Chrome offers user and device reporting, which relies on capturing of user login and session data. For this data to be available, you must set managed device settings for User Data to Do not erase all local user data.
You can turn this feature on in the Admin console at Devices > Chrome > Settings ~ Device Settings ~ Sign-in settings ~ User Data.
Google's Chrome OS documentation also offers the following settings recommendations:

| Active Times | Shows up to the last 15 days of activity on the device, including last use and length of use. The times and dates shown are based on the time zone of the device. | Recent Users | For the device's enrolled domain, it displays the last users of the Chrome device. Email addresses for unmanaged users are not displayed; instead, these display as User not managed by your domain. You can turn on this feature in the Admin console at Main Menu > Devices > Chrome > Settings> Device Settings > User and device reporting > Enable/Disable tracking recent device users. At this time, only users under the same domain that a device was enrolled in will be shown. |
